Cameroon's Commerce Minister recently announced the 2012 Cameroonian government will seize the crackdown on illegal cotton sales across the border in order to protect the country's normal cotton exports. Cotton is one of the main agricultural products produced and exported in Cameroon. In Cameroon's border with Nigeria, it is common to see many Cameroon motorcycles with overloaded cotton seed packages bound for the border between the two countries to sell Cameroonian cottonseeds to Nigerian cotton smugglers at extremely low prices. According to Sodecoton, 16% (or 25,900 tons) of cotton production in Cameroon was illegally sold abroad in 2011. This phenomenon worries the industry that it has seriously threatened Cameroon's economic development. In addition to illegal exports, the smuggling of cottonseed to Nigeria has also caused disorder in the production and marketing of cotton in Cameroon. Cameroonian farmers are able to maintain cotton fields and grow food and vegetables by enjoying loans for fertilizers and seeds. Through agreements with cotton producers, the Cameroonian Cotton Development Corporation and the Cameroon Cotton Growers Association bear the costs of the above agricultural resources. In the cotton sales season, the two agencies pay by source deduction. In 2011, the Cameroonian Cotton Growers Association had to prepay the purchase of the above-mentioned agricultural resources for a total amount of about 2.5 billion francs. As a result of a large number of illegal cotton sold to Nigeria, the above prepayment can not be recovered. In addition to this loss, the economy in the cotton-producing region has also suffered losses of nearly 25 billion francs. In the face of these serious problems, the government in the northern part of Cameroon and the North Pole took drastic measures to combat the speculators of cotton sales. They each set up their own special committees responsible for cracking down on the illegal export of cottonseed. The special committee consists of the judiciary and heads of the social order departments.
